The Iceland horse, a late bloomer?

When is the right time to start with the training of a horse? Should you wait longer with an Icelandic Horse than with the taller breeds? Dos an Icelandic Horse develop slower?
 
This question has always been and will also be in the future the reason for heated debates.

A study has shown that there is no big difference between the growth of Icelandic Horses and larger breeds. The horse is adult with 3 and because of it's bone development ready to start with the training.

Now, however, not everybody should break in his horse with 3 years, there are many other things you have to consider. Is the horse ready for work from his mind? And what about the tooth development?
What other kinds of things have to be considered? What is the reason to start early with training or to wait longer?
The bottom line is that every horse trainer and owner have to decide this for himself as well as the buyer can decide not to buy horses which have been star training early or especially look for horses which were able to start at an early age.
